At the VA, this is the strongest card in the deck
Under the Vets First programme (38 U.S.C. § 8127) the VA must consider service-disabled veteran-owned firms ahead of every other set-aside programme in the government. The VA builds constantly — hospitals, outpatient clinics, national cemeteries, and a large non-recurring-maintenance programme full of exactly the small, well-defined projects a disciplined firm delivers cleanly.

There is a sole-source lane
A contracting officer may award sole-source to an SDVOSB up to $5M for construction when the price is fair and reasonable and only one qualified firm is expected. That is a real path to award without running a full competition.

It counts toward a goal you are already measured on
The government-wide prime contracting goal for service-disabled veteran-owned small business is 5%. Agencies are scored on it annually. Work placed here counts twice: you get the build, and you get the credit.
